This is a Male Pyrrhuloxia. This year is the most Pyrrhuloxias that we've seen in a long time. They are generally fairly docile, but can be aggressive at times. They are a strikingly beautiful bird.

Cloud pattern is called "cloud streets" which are parallel structures. The extensive depth of view makes them seem like they are radiating from a point, coinciding with the setting sun. A lucky coincidence.
